If you don't have all the cups in the cupboard, you're a bit crazy or not particularly clever.
The origin is not exactly clear - either it comes from a similar Jewish word meaning "cleverness" or "understanding". Or the head with thoughts is compared to the cupboard with dishes.
In Jewish there is a word that sounds similar and means "understanding" and "cleverness". It derives from the noun toshia (= mind).
Another story: the head / mind is like a container, like a cupboard, in which there are hopefully wise thoughts. And if there's not so much in there, then you don't have all your cups in the cupboard.
If you're crazy (in Germany), you've lost your marbles, you've got a screw loose, you've got a wheel off, you've got a bird, you've got roof damage, you've got a bang, you're not quite right in the head, you're batty and you've been abandoned by all the gods.
Or how the Germans say: "Du hast nicht alle Tassen im Schrank!"
