Pigs actually cannot whistle at all. When something unbelievable happens, one likes to describe it with a saying that also describes unbelievable things.
And because the pigs quack, scream and grunt but cannot whistle, you say "I think my pig whistles" when you are completely outraged and because something unheard of has happened.
The saying is relatively young from the 70's/80's. Nevertheless very well-known all over Germany and used by comedians, moderators and even sometimes news. In the 70s and 80s the Spontis came up with many such sayings. Spontis were the successors of the politically leftist student movement of the 1960s. Their name was derived from their mostly spontaneous actions, such as squats.
Other examples from the same series with the same meaning are "I think I'm being snogged by an elk" or "I think my dog is playing Halma!". The English might say "To teach the pig to play the flut."
Or how the Germans say: "Ich glaube mein Schwein pfeift."
